I only recently discovered this author's work, though it has been popular with others for many years.

The stories mix steampunk technology with a weakened but powerful substratum of magic.

I saw aspects of 'small hands doing the work of the world, while the eyes of the great are elsewhere'.

And in the 6th tale, set among humans living under the sea, I was reminded of Tolkien's Ents - powerful people without formal politics or leaders.
